There's an entire area called Bucaneer Bay that is designed for kids 48" and under.
Our family visited Ocean Breeze last year with Girl Scouts. It's a much smaller park than Water Country USA but a very enjoyable park for adults and children of all ages. This makes for a great season pass park because it's close for most residents of Hampton Roads and you can go swimming any time you like. We brought our lunch and ate in the parking lot because, with all parks, the food and drinks were very expensive. Overall, this park is so fun!
We vacation here and the kids love it! They have something for every age! The kids love the huge swimming area w. the pirate ship and my hubby loves all the fast rides!! We all love the wave pool! They also have great places to eat. This would def make a great family day out! Cant wait to go back next year!
Families who want something a little more active than lying on the beach should head here, where the Virginia Beach icon Hugh Mongous (looking something like King Kong as a Hawaiian tourist) welcomes visitors. The park’s sixteen water slides range from the fast-and-furious Bahama Mamma and the Hurricane to the Little Amazon and South Seas Silly Slides for small kids. There is also a candy store, a gift shop, lockers, and three food outlets. Every Monday is story time, hosted by Radio Disney, with games, stories, songs, prizes, and costumed characters.
