One child (ages 3 to 12) is allowed a free admission with each paying adult. $5 for each additional child.
Unfortunately, the 2010 Alexandria Red Cross Waterfront Festival was canceled. I read that the Red Cross was unable to make a consistent profit on the event (some years were profitable, but when weather was bad, they lost money). If the festival does return for 2011, it will be run by someone else, not the Red Cross. It's a shame, because this event took place for 28 years and was a staple in the Alexandria community and throughout much of northern Virginia and Maryland. It featured live bands, craft vendors, food, carnival rides, community group displays, and much more. I hope someday they can revive it!
